A 19-year-old man is hospitalized and under arrest after being shot in his right thigh early Thursday morning in the course of allegedly stealing an iPhone during a planned buy on Detroit's west side.
The suspect and the alleged victim, who police said is a 23-year-old man, arranged to meet at the apartment of the 23-year-old, on the 1600 block of Calvert, so that the victim could sell the suspect his iPhone, said Officer Holly Lowe, a Detroit Police Dept. spokeswoman.
The men arranged the transaction online.
In the course of the transaction, the suspect pulled out a handgun, police said.
But the 23-year-old � who has a license to carry a concealed handgun � pulled out his own gun and shot the suspect in his right thigh.

An off-duty Bern Township police officer who fled the scene of a three-vehicle crash last month and concocted a story that a thief was driving the hit-and-run vehicle faces insurance fraud and other criminal charges.
A former Berks deputy sheriff who previously worked part time with the Wernersville Police Department, Brown faces charges of accidents involving damage to attended property, leaving the scene of an accident, making a false report of theft of vehicle and insurance fraud.
During this interview, Brown admitted to driving the hit-and-run vehicle, drinking alcoholic beverages before the crash and leaving the scene on foot because he was under the influence of alcohol.

Indiana�s Marion County prosecutor ruled that a woman acted in self-defense when she shot and killed a man whom witnesses described as pinning her against a fence.
The incident, which occurred January 10, resulted in the death of 37-year-old Jermaine Taylor.
WISH-TV reports that police received calls of shots fired on Indianapolis�s North Side around 8 a.m. There were actually separate calls of shots fired, one at Talbot Street and another at Delaware and 30th. |

A NY SAFE Act deadline to re-register pistols has revived old controversies in St. Lawrence County. Gun advocates say people are hesitating to do it.
They fear new restrictions could be imposed on licenses. For the past decade, most pistol licenses issued in the county restrict their use to outdoor sports.
�You can use the handgun for hiking, berry picking, shooting, target, not meant to be carried for self defense,� said Joe Russell, owner of Hilltop Hunting & Fishing. |

States and municipalities nationwide are attempting to ban bump stocks -- devices used to make rifles fire more rapidly -- after Congress failed to act on bipartisan resolve to restrict them following their use in a Las Vegas massacre last year.
At least 15 states are considering laws that would ban bump stocks, as is Denver. Columbia, S.C., barred them last year. The devices already are illegal in California, and some other states with bump stock restrictions are trying to tighten them. |

About 100 gun rights supporters rallied on the steps of the Capitol building in Olympia on Friday, Jan. 12.
Most held signs and many carried pistols, rifles or knives.
�This is the safest day to be at the capitol,� Senator Phil Fortunato, R-Enumclaw said.
A long list of speakers, mostly Republican, voiced opposition to legislation they say would limit or eliminate their rights to bear arms. They called on lawmakers from both sides of the aisle to halt gun regulation bills. |

Under this bill, the individual�s rights would be protected through a process that involves court hearings and followups. A petitioner would have to prove to a judge by �clear and convincing evidence� that the person is likely to engage in conduct that would result in serious harm to himself or others before the order is issued. The individual could appeal the ruling and make one request for a new hearing during the suspension period to prove a change in circumstances.

State Sen. Pam Helming signed a letter to Gov. Andrew Cuomo urging him to extend the pistol permit recertification deadline. One of Helming's colleagues, state Sen. Jim Seward, has introduced a bill that would provide a two-month extension for New Yorkers to renew their pistol licenses.
The recertification process is mandated by the SAFE Act, a gun control law adopted five years ago. If a permit was issued before Jan. 15, 2013, the recertification deadline is Jan. 31, 2018. For permits approved after Jan. 15, 2013, the deadline is five years from the issue date.
Helming, R-Canandaigua, called the program a failure. As of Jan. 2, only about 230,000 of the state's 1.2 million pistol permit holders recertified their licenses. |

Keely Hopkins, state liaison for the National Rifle Association, expressed concerns about individual autonomy. She said a person who is not a risk to themselves or others could be coerced into waiving their firearm rights. She also worries that health care providers may require the waiver as a term of service or employers might require the waiver as a term of employment.
Last week, the bill passed out of committee with an amendment that prohibits employers or healthcare providers from using the waiver as a term of employment or service. The waivers are also exempt from the Public Records Act and they must be destroyed after someone retains their firearm rights. |

The gun death rate in Wisconsin has climbed since the U.S. Supreme Court ruled there is a right to keep a handgun in the home for self-defense.
The firearm death rate in the state in 2009 was 8.08 per 100,000. The firearm death rate in Wisconsin in 2016 was 11.49 per 100,000, according to an analysis was conducted by the Violence Policy Center. The firearm death rate percent change from 2009 to 2016 was 42.2 percent.

There are many trade-offs when developing a Personal Defense Weapon (PDW). It needs to be light and compact, while chambered in a reasonable defensive cartridge. Firepower should be plentiful and easily replenished, and accuracy shouldn�t suffer as a result of shorter barrels or reduced sight radius. PDWs are often chambered in 9 mm or 5.56 NATO, although more exotic rounds like the 5.7x28 mm and 4.6x30 mm are found in some of the original models of the species. Kel-Tec took a decidedly different approach with the Kel-Tec CMR-30 carbine. |

The Senate panel that deals with matters relating to guns, judges and criminal laws has now killed a bill to reinstate Virginia�s one-handgun-a-month law. 88.9 WCVE�s Saraya Wintersmith reports from the State Capitol.
The rule was in place for nearly two decades before its repeal in 2012.
The measure is one that both former Governor Doug Wilder and Richmond Mayor Levar Stoney have called for reinstating.
�There�s no reason that a person needs to have more than 12 guns in a year to go purchase. I think that�s just something that's common sense that needs to be brought back, it�s practical,� said Mayor Stoney. |

An array of gun control groups have allied with New York lawmakers in a push to establish Extreme Risk Protection Orders, forcing subjects to surrender their firearms.
The proposal, S7133/A8976, allows police, or a member of a subject�s family or household, to file a petition with the court that could lead to an order prohibiting firearms possession for up to a year if it is believed they pose an imminent risk to themselves or others. Proponents feel the move, already law in California, Oregon and Washington, would save lives. |

The early morning text message sent on Jan. 13, 2018 inadvertently claiming a �Ballistic Missile Threat Inbound to Hawaii � .This is Not a Drill� was a terrible mistake, but the incident isn�t necessarily all bad news. There�s no way any of us who weren�t there can ever come to grips with the emotional stress recipients endured for the nearly 38 minutes until the alert was rescinded, but silver-linings are hard to see when finger-pointing critics gather to storm. |
